  6.                 NORTHWESTNET ACCEPTABLE USE POLICY

  10.  NorthWestNet is a regional data communications network serving a
  11.  consortium of universities and research groups in the northwest-
  12.  ern part of the United States.  Its goals are summarized in the
  13.  Articles of Incorporation for the Northwest Academic Computing
  14.  Consortium, Inc.  All use of NorthWestNet facilities must be
  15.  consistent with the goals and purposes of NorthWestNet.  The
  16.  intent of this statement is to describe certain uses which are
  17.  consistent with the purposes of NorthWestNet, not to exhaustively
  18.  enumerate all such possible uses.

  20.  Some acceptable uses of NorthWestNet facilities include:
  21.  
  22.      o  use for scientific research or instruction at member and
  23.         associate member institutions through the provision of
  24.         high-speed data communications;
  25.  
  26.      o  use as a vehicle for scholarly communications;
  27.  
  28.      o  use as a means for NorthWestNet members to access remote
  29.         computing resources for the purpose of scientific
  30.         research or instruction.  Notable examples of such
  31.         resources are the NSF supercomputing facilities;
  32.  
  33.      o  use necessary to support other acceptable uses.  For
  34.         example, administrative communications which are part of
  35.         the support infrastructure needed for research and
  36.         instruction are acceptable.  Similarly, communications
  37.         directly between non-member institutions in support of
  38.         research or instruction at member institutions is
  39.         acceptable;
  40.  
  41.      o  use required by agreements with NSF, the primary funding
  42.         agency for NorthWestNet;
  43.  
  44.      o  use by member institutions as a laboratory for research
  45.         and experimentation in computer communications, where
  46.         such use does not interfere with production usage.
  47.         However, any experimental use requiring modification to
  48.         router software or protocol layers below ISO layer 4
  49.         requires prior review by the Technical Committee.

  51.  In general, commercial and general administrative use are prohib-
  52.  ited.  Use for scientific research or instruction at non-member
  53.  institutions and at for-profit institutions may or may not be
  54.  consistent with the purposes of NorthWestNet, and will be re-
  55.  viewed on a case by case basis.
  56.  
  57.  Use of NorthWestNet for any illegal purpose, or to achieve
  58.  unauthorized access to systems, software, or data is prohibited.
  59.  
  60.  NorthWestNet is a production communications network on which many
  61.  researchers depend.  Uses that significantly interfere with the
  62.  ability of other users to make effective use of the network are
  63.  not acceptable.
